Procedure (How to Prepare for an International Flight)

Procedure to contact CIQ (Customs, Immigration, Quarantine) authorities in advance

Application procedure

  1. Submit a "Written Notice of Use (Change) of Runways, Etc. (Regulation Form No. 2)" and "Written Application for Permission to Use a Conference Room, Etc. (Regulation Form No. 11)" to the Aerodrome Support and Aeronautical Service (ASAS) to secure an aircraft parking stand and business aircraft passenger terminal facility.

  2. Submit a "Charter Flight Plan" to respective CIQ authorities and ASAS at least three days before the flight (takeoff and landing) in principle. (The plan may also be submitted by fax.)

  3. If the flight schedule is changed after submitting the "Charter Flight Plan," contact ASAS and respective CIQ authorities (indicated in 1. and 2. above). Make a final report about the time of flight, etc. at least two hours before the flight schedule.

CIQ facility

The CIQ facility is located in the "business aircraft passenger terminal" on the north side of the first floor of the Nagoya Airport passenger terminal building.

Submission of a "Declaration of Personal Effects and Unaccompanied Articles" for arrival (return to Japan)

The customs officials check all passengers who arrive in Japan from other countries (returning to Japan) at the customs inspection (e.g., airports) for goods whose import is restricted or which exceed the duty-free limits, etc. It is necessary to check the boxes on side A of the "Declaration of Personal Effects and Unaccompanied Articles" in advance about items to be notified to customs and to submit the form at the time of customs inspection.

Previously, passengers except for those whose goods exceeded the duty-free limits or who had unaccompanied baggage were allowed to go through the oral declaration procedure without submitting a "Declaration of Personal Effects and Unaccompanied Articles." Since July 2007, all passengers arriving in Japan (returning to Japan) have been required to submit a "Declaration of Personal Effects and Unaccompanied Articles" to prevent terrorism, etc. and ensure quick and proper customs clearance.
